Ethical Standards Of The Journal

The journal follows the Core of conduct international ethical standards developed by the Committee on Publication Ethics (COPE).

Publication ethics establishes norms, principles, and standards of ethical behavior of all participants in the publication process (editors, editorial board members, reviewers, and authors), measures to identify conflicts of interest, unethical behavior, instructions for withdrawing (retraction), correcting and refuting the article. Compliance with ethical principles is an important aspect both for ensuring and maintaining the quality of a scientific journal, as well as for creating trust and respectful relationships between participants in the publication process. Therefore, all participants in the publication process are obliged to adhere to the principles, norms, and standards of publication ethics.

Unethical behavior: providing reviews of their own articles, contractual and false reviewing, false authorship, falsification and fabrication of research results, publication of unreliable pseudo-scientific texts, transfer of the manuscript of articles to other publications without the permission of the authors, transfer of the authors ' materials to third parties, violation of copyright and the principles of confidentiality of editorial processes, manipulation of citations, plagiarism.

Publication ethics of the members of the Editorial Board (responsibilities and duties)

The members of the editorial board of the journal are responsible for the development, improvement of the journal, for the promotion of the journal in international databases, must follow the principles of freedom of opinion, meet the scientific and professional needs of the authors and readers of the journal, not allowing the influence of the commercial interests of the author, reviewer and publisher of the journal on the decision-making on the publication of materials, must also take all possible measures to improve the quality of scientific publications, protect the confidentiality of information data at all stages of the publication process.

The members of the editorial board are responsible for the publication of articles with known signs of unethical behavior, plagiarism, self-plagiarism, excessive self-citation by the authors, conflict of interests. If the principles of publication and/or scientific ethics were violated when writing an article, the editor-in-chief of the journal, based on the decision of the editorial board, must withdraw (retract) the publication. Articles may be withdrawn by the author (s) or the editorial board of the journal. The editorial board withdraws published articles in case of violation of publication and/or scientific ethics, based on the recommendations of the SORA. The article is withdrawn/withdrawn in the following cases:

- detection of plagiarism in the article, including the borrowing of drawings, graphs, tables, etc.

- detection of the fact of publication of the manuscript in another publication before its publication in the journal "Bulletin of Kazgas";

- if there is clear evidence that the data obtained is unreliable or obtained as a result of illegal actions, for example, falsification of data;

- the presence of gross errors in the article that can negatively affect other scientists and their research, for example, a miscalculation or an experimental error;

- claims of copyright on the article or its individual parts from third parties;

- the presence of information in the article that contradicts the principles, standards, and norms of publication and/or scientific ethics.

To do this, an act of retraction of the article from publication is drawn up, which is confirmed and signed by the editor-in-chief and a copy of the act is sent to the author of the correspondence. After the procedure for withdrawing the article, the editorial board publishes information about the retraction of the article on the main page of the journal's website in the next issue of the journal, indicating the reason for the withdrawal.

The editorial board of the journal responsibly and objectively considers all reasonable appeals regarding the detected violations in the published issues.

Members of the editorial board should adhere to the following principles:

- equality of authors (evaluation of the manuscript according to their intellectual content, regardless of ethnic origin, citizenship, race, gender, sexual orientation, religious beliefs, political views of the authors or commercial considerations);

- confidentiality. Any manuscript received for consideration should be treated as confidential material. Before the publication of the article (at the stage of its consideration), editors and members of the editorial board have no right to disclose information about it to anyone except the authors, reviewers and the publisher. Manuscripts should not be shown and discussed with third parties without the permission of the editor-in-chief. The editorial board members guarantee that the rejected manuscripts will not be used in the editorial board members ' own research without the written consent of the authors.

Members of the Editorial Board

- are obliged to individually consider each complaint about the unethical behavior of the author (s) of the manuscript and articles published in the journal "Vestnik Kazgas", regardless of the time of its receipt;

- must take objective and adequate measures in relation to such claims. If the arguments of the claim are confirmed, the members of the editorial board have the right to refuse to publish the manuscript and stop further cooperation with the author of the correspondence, publish appropriate refutations, as well as take other measures to further suppress the unethical behavior of the author (s).

Publication ethics of the author (s)

Authorship. The person who has made the greatest intellectual contribution to the preparation of the manuscript (with two or more co-authors) is indicated first in the list of authors. For each article, an author of correspondence should be appointed, who is responsible for communication with the editorial board of the journal, including all research participants (with two or more co-authors) in the list of authors, obtaining approval of the final version of the manuscript from all authors for submission to the editorial office for publication. All the authors indicated in the article are responsible for the content of the work.

One-time publication and the principle of originality. The author (s) guarantee that the manuscript of the article submitted to the editorial board has not been submitted for consideration to other publications and is an original independent work, and does not contain incorrect borrowings and plagiarism, which can be detected during the verification of the manuscript through the plagiarism verification system by signing the Copyright form. Submitting a manuscript at the same time in several journals/publications is unacceptable and is a gross violation of the principles, standards, and norms of publication ethics.  The author (s) guarantees that the results of the research presented in the manuscript,

The authors are responsible for publishing articles with signs of unethical behavior, plagiarism, self-plagiarism, self-citation, falsification, fabrication, data distortion, false authorship, duplication, conflict of interest, and deception.

The principle of confirming sources. The author (s) undertakes to correctly indicate the scientific and other sources that he(s) used during the research. In the case of using any parts of other people's works and/or borrowing the statements of another author (s), bibliographic references should be indicated in the manuscript indicating the author (s) of the original source. Information obtained from questionable sources should not be used in the preparation of the manuscript.

If the reviewers, scientific editor, member (s) of the editorial board of the journal have doubts about the authenticity and reliability of the research results, the author (s) must provide additional materials to confirm the results or facts given in the manuscript.

Corrections during the publication process. In case of detection of errors and inaccuracies in the work at any stage of the publication process, the authors undertake to urgently inform the scientific editor about this and provide assistance in eliminating or correcting the error for publication on the journal's website of the corresponding correction (Erratum or Corrigendum) with comments. In case of detection of gross errors that cannot be corrected, the author (s) must withdraw the manuscript/article.

The principle of compliance with publication ethics. Authors are obliged to comply with ethical standards related to criticism or comments regarding research, as well as with regard to interaction with the editorial board regarding reviewing and publication. Non-compliance with ethical principles by the authors is regarded as a gross violation of the ethics of publications and gives grounds for withdrawing the manuscript from review and/or publication.

Reviewer's publication Ethics

The principle of objectivity of reviewing. The reviewer (s) of the journal "Bulletin of KazGASA" undertakes to conduct an expert assessment of the manuscript objectively. Personal criticism of the author (s) of the manuscript is unacceptable. The reviewer must justify his comments and justify his decision to accept the manuscript or reject it by filling out 1,2 parts of the reviewer's review.

The nationality, religious affiliation, political or other views of the author (s) should not be taken into account and taken into account in the process of reviewing the manuscript by the reviewer (s).

The reviewer's contribution to editorial decisions. The expert assessment compiled by the reviewer (s) contributes to the editorial board's decision on publication and also helps the author (s) to improve the manuscript. The decision to accept the manuscript for publication, return the work to the author for modification or revision or the decision to reject the publication is made by the editorial board based on the results of the review.

The principle of timeliness of reviewing. The reviewer is obliged to submit the review within the period determined by the editorial board, but no later than two months from the date of receipt of the manuscript for review. If it is impossible to review the article and prepare a review within the prescribed time, the reviewer must immediately notify the scientific editor about this.

A reviewer who believes that his qualifications do not correspond or are insufficient for making a decision when reviewing the submitted manuscript should immediately inform the responsible editor about this and refuse to review the manuscript.

The principle of confidentiality on the part of the reviewer. The manuscript submitted to the reviewer for review should be considered confidential material. The reviewer has the right to demonstrate it and/or discuss it with other persons only after receiving written permission from the editor-in-chief of the journal and/or the author (s).

The information and ideas of the scientific work obtained during the review and ensuring the publication process should not be used by the reviewer (s) for personal gain.

The principle of confirming sources. The reviewer should indicate the scientific works that would have influenced the research results of the manuscript under consideration but were not given by the author (s). The reviewer is also obliged to draw the attention of the responsible editor to a significant similarity or coincidence between the manuscript under consideration and a previously published work, which he is aware of.

If the reviewer has sufficient grounds to believe that the manuscript contains plagiarism, incorrect borrowings, false and fabricated materials or research results, then he should not allow the manuscript to be published and inform the responsible journal about the revealed violations of the principles, standards, and norms of publication and scientific ethics.

Conflict of interest

A conflict of interest is a conflict situation in which authors, reviewers, or members of the editorial board have implicit interests that can influence their judgments about the published material. A conflict of interest appears when there are financial, personal, or professional conditions that may affect the scientific judgment of the reviewer and the members of the editorial board, and, as a result, the decision of the editorial board regarding the publication of the manuscript.

The responsible editor of the journal should require all participants in the process of publishing the manuscript to disclose the conflict of interest.

The responsible editor, a member of the editorial board, and reviewers should notify about a potential conflict of interests that may somehow affect the decision of the editorial board. Members of the editorial board should refuse to consider the manuscript if they are in any competitive relations related to the results of the research of the author (s) of the manuscript, or if there is another conflict of interests.

When submitting a manuscript for consideration to the journal, the author (s) declares that all sources of research funding are indicated in the content of the manuscript; they also indicate what commercial, financial, personal, or professional factors exist that could create a conflict of interest in relation to the submitted manuscript. The author (s), in the cover letter, if there is a conflict of interests, can indicate scientists who, in their opinion, will not be able to objectively evaluate their manuscript.

The reviewer should not consider manuscripts that may cause a conflict of interest arising from competition, cooperation, or other relations with any of the authors related to the manuscript.

If there is a conflict of interest with the content of the manuscript, the responsible editor must notify the editor-in-chief about this, after which he will delegate the review and review of the manuscript to another editor/reviewer.

The existence of a conflict of interest between the participants in the review process does not mean that the manuscript will be rejected.

All interested parties should, as far as possible, avoid the occurrence of a conflict of interest in any variations at all stages of publication. In the event of any conflict of interest, the person who discovered this conflict should immediately notify the editorial office. The same applies to any other violations of the principles, standards, and norms of publication and scientific ethics.
